Stay in the bay, or open to the coast?

Basing yourself around the Bay of Kotor gives you sheltered water, medieval towns and the most theatrical scenery in the region. Moving south toward Sveti Stefan and Budva opens up the beaches and the wider Adriatic, at the cost of the bay's intimacy. Many travellers pair a few nights in each, and let the drive between them be part of the story.
